Skill Standards for dispensing opticians have been coordinated through a steering committee made up of faculty from Highline Community College, Spokane Community College, industry representatives from Costco, Group Health, and Pearle Vision, Eye Care Team in Spokane, representatives from the Joint Apprenticeship Training Committee, and the United Food and Commercial Workers Union Local # 1001.

The project began during the summer of 1998 with the completion of a curriculum assessment conducted at Highline and Spokane in the 1999 winter quarter.
